Unfortunately Microsoft no longer provide media to Volume Licence customers.
What if I cannot access the VLSC to download software due to my organization’s firewall?
We ask you to make other arrangements for downloading our software. Software can be downloaded from any internet connection. You can also use the VLSC to give download rights to your partner, who can download the software on your behalf.

Microsoft policy is to no longer provide media to Volume License customers. Improvements have been made to VLSC to make software downloads available for all customers, while increasing bandwidths worldwide have made software downloads viable in all geographies. What if I can't find the product I need on VLSC?
Microsoft policy is to keep up to 2 prior versions of major products available to download. customers will need to utilize their own internal backup copies for older versions. Please refer to https://www.microsoft.com/en-us/Licensing/existing-customer/fulfillment.... for details on obtaining prior versions of Microsoft products.
If you are an Open or Select Plus customer please verify you have a valid license for the software you want to download. If you have verified your license and are still unable to find your software, please provide your agreement number and the product you want to download.
What if I don't have sufficient bandwidth to download my product?
Microsoft recommends downloading during off peak time periods or on weekends when sufficient bandwidth is available.
What if I don't have access to the VLSC download site?
Please contact your VLSC Administrator who can provide permissions to access the VLSC download site. The download site is available to users with an Administrator, Download Manager or Software Assurance Manager role in VLSC.
